If halal dim sum or halal chinese food is what you are craving for while you are at KLCC, try out the Spring Garden on Level 4. It's not going to be the best dim sum around but I guess it's decent enough.
While I though their dim sum was only so so, I did especially like their egg tarts. The puff pastry is excellent, crispy but soft but not to the point that it crumbles in your hands. Going with my new found sensibility of having a lower sugar diet, I find their egg custard to my taste and not overly sweet. However the egg tart is a bit on the small side & it's served cold.
The other thing to have there is their soya bean glutinous rice ball, which is the popular chinese dessert - "tong yuen" The 'tong yuen' is excellent. The skin is so smooth that it glides on the tongue. The filling of black sesame is done just right so that it does not burn the tongue. And put into a healthy bowl of soya bean.
